This is Athena
from the third movie of "The Little Mermaid" , who was Ariel and her sister's mother and husband of king triton.
Her song was wonderful but sadly, She was killed by bad pirates when scarify herself to save her children.
If she was still alive and you would see her, she wanted to adopt you as her son/daughter.
